About the Developers

The Armory Revival Company has over 35 years of experience in planning, rehabbing and marketing historic buildings in southeastern New England. Founded in 1986 in Providence’s historic Armory District, The Armory Revival Company has been the driving force in the revitalization of Providence’s West Side. We have a passion for historic properties, for interesting design and for creating distinctive places to live and work. Our mission is to revitalize distressed and deteriorating neighborhoods and improve the quality of life for the communities we work in. We develop for residents and businesses across the full spectrum of the economy, from affordable housing and workplaces to the most luxurious condominiums in the City, based on the needs and aspirations of the neighborhood.

The company has three principals: Robert Dupre Jr., Mark Van Noppen and Barry Preston. To date, TARC has completed more than 500 residences and apartments and 387,000 sf of office commercial and retail space.

Established in 1974, Baltimore City-based Struever Bros. Eccles & Rouse, Inc. (SBER) has a long-standing and prestigious record of success as a unique urban development and construction company. Known for conquering challenging locations as a multi-role developer, builder and construction manager, the firm has an intentional focus on waterfront transformation, historic adaptive reuse and urban in-fill, mixed-use projects. To date, SBER has developed more than five million square feet of commercial, residential, and retail space for some of the nation’s leading companies including Under Armour Sports Apparel, Ayers Saint Gross Architects, Johns Hopkins and Phillips Foods and Seafoods Restaurants.
